Oklahoma seniors are prime targets for scammers

Cherokee County, Oklahoma is known as one of the most popular retirement areas in the state and this part of the country.
Unfortunately, that also means that people who want to perpetuate scams on senior citizens and commit other types of abuse know that too. Oklahoma sheriff's Investigator Danny Lewis, who specializes in crimes against the elderly, said seniors are prime targets for those who want to cheat someone out of a life's savings.
"They know seniors want some attention," Lewis said. "A lot of them just want someone to talk to and they're usually more trusting than a younger person."
Tahlequah, Oklahoma Police Chief Norman Fisher said his agency also works closely with seniors and tries to warn them of potential problems.
"We believe our senior citizens are one of Tahlequah's better resources," he said. "They've worked hard for what they've got and we want to help them keep it."
The Associated Press states a report cites self-neglect as the leading cause of adult abuse among the growing elderly population in Oklahoma.
The Department of Human Services report says confirmed cases of adult abuse in Oklahoma increased by 530 to 9,758 in 2003. Most of the victims were elderly.
Of the confirmed cases, 64 percent were "self-neglect," incidents where the victims themselves do not, or are not able, to take care of themselves.
Vernon Pierce, who has been involved at the local senior citizens center and the TRIAD group, said some of the local abuse cases also involve children and grandchildren neglecting a parent or grandparent. He recalled a cattle rustling case earlier this year where a younger family member was accused of taking cattle from an older family member.
"They're some sharp people," Pierce, retired from the U.S. Navy, said of local seniors. "They think it won't happen to me."
Lewis, who has worked on elderly abuse cases for the last five years, said he's seen increases in physical and mental abuse of elderly victims.
"A lot of it is family members," he said. "We're getting new scams, identity theft and other crimes."
Lewis said much of the increase can also be blamed on drug problems.
"Adult abuse is a big problem, but beginning to solve it can be simple," said Barbara Kidder, director of DHS's Adult Protective Services. "Keep in touch with your elderly or disabled friends and neighbors. Ask how they are doing and if they need any help."
Kidder said most older and disabled Oklahomans are more vulnerable to abuse because they often are isolated from society.
"Keeping them connected greatly reduces the chances that they will be taken advantage of, or suffer from the isolation that often leads to self-neglect," she said.
Fisher agrees that human contact is important.
"It's very important that family members and friends keep in touch with older family members and friends," Fisher said. "It helps lessen the chance they will become a victim."
Lewis said he routinely speaks to senior groups about scams and other types of elder abuse.
"All they need to do is call the sheriff's office and set up a time," he said. "I'll be glad to come out and talk to them."
Fisher said the TPD also has officers who are available to speak to seniors.
The older Oklahoma population is large and continues to grow. Oklahoma ranks 19th in the nation in percentage of its population that is age 65 or older.
Oklahoma Department of Commerce officials estimate the number of Oklahomans age 85 or older will almost double by 2030.
DHS spokesman Dustin Pyeatt said it is difficult to determine how Oklahoma ranks nationally in the number of cases reported and confirmed. Unlike child abuse, no federal agency regulates elder abuse reporting guidelines or definitions.
"Oklahoma is considered one of the best in the nation," Pyeatt said. "We've patterned our program after Texas, which has the premier adult protective services program in the country."
